In order to speed the construction pace of city of new develop concept, focus on expanding urban space, optimize the urban image and improve the quality of city. Chengdu track Real Estate Group Co.,Ltd is based on new urban comprehensive planning as their guiding principle. They actively explore TOD mode in Chengdu according to the demand of harmony of the city and Park City. To achieve the goal, they plan to carry out the integration of urban design with of land，and they decide to establish rail transit network in 2035. Therefore, Chengdu track Real Estate Group Co.,Ltd sincerely intends to invites design institute at home and abroad with their advanced urban design concept and international standard to develop a Chengdu of new development. They hope the advanced urban design concept can inject new idea and fresh energy into Chengdu. In addition, to creating a new blueprint which is guided by rail transit development.

1.1 The project owner is Chengdu track Real Estate Group Co.,Ltd, holds a 100 percent ownership interest in the project. The tenderer is Chengdu track Real Estate Group Co.,Ltd. The project has already met the requirements of tender and it will adopt through open tender.

2.1 项目名称：成都轨道地产集团2018年度第一批次TOD项目一体化设计

2.2 建设地点：成都市高新区、锦江区、成华区、青羊区、天府新区

2.3 项目规模：按照市委、市政府2018年对TOD项目落地的任务要求，成都轨道地产集团有限公司拟对成都市轨道交通2035年线网规划站点实施TOD项目一体化设计，第一批次招标项目地点涵盖成都市高新区、锦江区、成华区、青羊区、天府新区，设计研究范围约8000亩，详见投标人须知前附表及招标文件附件。
2.3 Construction scale：According to the mission requirement of TOD project from Chengdu Municipal party committee as well as Chengdu Municipal government in 2018, Chengdu track Real Estate Group Co.,Ltd intends to use integrated design of TOD project for network planning in Chengdu in 2035. The construction sites of this tender cover High-tech Zone of Chengdu, Jinjiang District， Tianfu New Area, Chenghua District and Qingyang District. In total, the construction area is about 8000 mu, please see the attached table of bidder information and attachment of bidding documents.

2.4 计划设计周期：合同签订之日起，至甲方全部委托设计任务及建设完成为止，各阶段的设计周期以甲方下达的设计任务书为准。（根据任务实际情况甲方有权作出调整）。2.4 Planned design cycle：From the date of contract signing until the completion of all design tasks from tenderer. Each stage of the design cycle is subject to design task from tenderer (The tenderer has right to adjust the period according to actual situation).
2.5 招标范围：轨道交通站点或车辆段周边地块TOD项目的一体化设计和后续各阶段设计及配合任务。TOD项目的一体化设计包含：功能及定位研究、城市规划设计研究、核心区方案设计；后续各阶段设计及配合任务包含：项目实施性方案设计、初步设计（如有）、配合地铁建设预留相关开发条件（如有）和施工图设计【包括但不限于建筑、结构（含钢结构）、强弱电、给排水、暖通、景观、总平、二次装修（含成品房设计）、人防、建筑经济、BIM、绿建、幕墙等】,具体阶段性任务在中标后以甲方下达的设计任务书为准。如不具备相关实施条件，甲方有权取消或调整后续各阶段设计及配合任务。
2.5 Tender scope：Integration design of TOD project of rail transit stations or the region around stations, as well as other tasks that need to be cooperated. Specific mission is subject to design task from tenderer after winning the bid. The integration design of TOD project includes function and position research, research of urban planning and design, design of core area. Subsequent tasks include design the project for implementation, initial design（if any）, cooperate on related developing conditions of metro construction（if any）and shop drawing design{including but not limited to：architecture, structure（including steel structure）, strong and weak electricity, water supply and drainage, heating and ventilation, landscape, site plan, second decoration（including chengpinfang design）, civil air defence, building economy, BIM, green building, curtain wall, and so on}. If the winning bidder does not have relevant conditions, tenderer has the right to cancel or adjust the subsequent task.

3．Qualifications of the bidder
3.1 本次招标要求投标人：
3.1 Qualification requirements for the bidder：
3.1.1 资质条件
3.1.1 Qualification conditions
3.1.1.1 投标人为国内机构的，须具有独立法人资格，并具有国家建设行政主管部门颁发的建筑行业（建筑工程）设计甲级及以上设计资质。
3.1.1.1 Bidder from China must be an independent legal entity with Grade A or above qualification for architectural design.
3.1.1.2 投标人为境外机构的，须在其所在国家或地区具有合法营业及设计许可。
3.1.1.2 Foreign bidder must be the agency with local legal business license and design license.
3.1.1.3 投标人为港、澳、台机构的，须在其所在地区具有合法营业及设计许可。
3.1.1.3 Bidder from Hong Kong, Macao or Taiwan must be the agency with local legal business license and design license.
3.1.2 信誉要求：未处于财产被接管、冻结、破产状态。
3.1.2 Credit Requirements: Does not go bankrupt or have its property/assets frozen.
3.1.3 拟派设计总负责人：具备一级注册建筑师资格，近3年（2015年3月至2018年3月）具有作为设计负责人主持过国内外类似项目设计业绩（类似项目是指：轨道交通物业开发项目或建筑面积10万及以上平方米的公共建筑项目）。
3.1.3 Requirements of project manager: Class-1 Registrated Architect, has similar working experience as the head of the design in recent three years(from March 2015 to March 2018) at home or abroad (similar working experience means：project of rail transit property development or public project which covering an area of over 100000 square).
3.1.4 财务要求：不提供。

3.2本次招标接受联合体投标。
3.2 Bidders from Joint Venture are accepted.
联合体投标的应满足下列要求：须具有国家建设行政主管部门颁发的建筑行业（建筑工程）设计甲级及以上设计资质的单位作为联合体牵头人。联合体成员家数须不超过 3家。
联合体需符合有关联合体投标的规定和要求，并提交了联合体协议，明确联合体牵头人和各方权利义务。
The Joint Venture should meet the following requirements: The leading company of the Joint Venture should has Grade A or above qualification for architectural design. The members of the Joint Venture should not exceed 3.
The Joint Venture must meet the requirements of relevant regulations, and submit a Consortium Agreement to clarify the rights and obligations of the parties.
3.3 各投标人均可就上述7个标段投标。
3.3 Each bidder can bid seven tenders above all.
4．Obtain the bid documents
4.1 凡有意参加投标者，请于2018年04月08日至2018年04月13日，每日上午10：00时至12：00，下午14：00时至16：00时（北京时间，法定节假日除外），在成都市公共资源交易服务中心本项目报名室（成都市天府大道北段966号天府国际金融中心7号楼）领取。领取招标文件时须携带下列有效证明文件：
4.1 Place to acquire the tender documents: Registration room of Chengdu Public Resources Exchange Service Center (No.7, Tianfu International Financial Center, 966# North Section of Tianfu Avenue, Chengdu.
Time to acquire the tender documents: From 10:00 am to 12:00 am,2:00 pm to 4:00 pm, April 8thto April 13th,2018(Beijing time, public holiday excluded).
To receive the tender documents must bring the following valid certifications:
4.1.1 投标人为国内机构的：需提供法定代表人授权委托书或单位介绍信原件、企业法人营业执照复印件、资质证书复印件、经办人身份证复印件（以上复印件均需查验原件，留存加盖鲜章的复印件）；
4.1.1 Bidder from China need to provide the authorization letter of the legal representative or the original letter of introduction, copy of the Corporate entity business license, copy of the qualification certificate and copy of the identity card of the operator (The original documents must be checked and the copies with company seal will be reserved).
4.1.2 投标人为境外机构或港、澳、台机构的：需提供所在国或地区核发的合法营业及设计许可、授权委托书及委托文件；
4.1.2 Foreign bidder or bidder from Hong Kong, Macao or Taiwan need to provide the local legal business license, design license and authorization letter.
4.1.3 联合体投标的，联合体各成员单位均需提供有效的证明文件及加盖联合体各成员单位鲜章的联合体协议书原件，协议书中应明确联合体牵头人和各成员单位权利义务。（联合体协议书格式见附件二）。
4.1.3 For the Joint Venture, each member should provide valid documents and original Consortium Agreement to clarify the rights and obligations of the members, each member should seal as required (Consortium Agreement refers to the attachment 2 ).
4.1.4 投标人参与本项目的保密承诺书，还应加盖投标人（或联合体牵头人）的鲜章，保密承诺书格式详见招标公告附件一。
4.1.4 The Confidential Undertaking Commitment need stamp company seal. Format is as shown in the attachment 1.
4.2 招标人不提供邮购招标文件服务。

5．Submission of the Tender
5.1 投标文件递交的截止时间（投标截止时间，下同）为 2018年05月23日10时00分，地点为成都市公共资源交易服务中心本项目开标室（成都市天府大道北段966号天府国际金融中心7号楼）。
